Why's the Rum always gone???

So I've been reading everywhere (ie not just on the Dis) that in Tokyo and Hong Kong the clothes run much much smaller/shorter than in the US. Many people are saying that a XL in these places is definitely not an XL in the US.
So I'm worried. I'm 5 foot 8. (68 inches/173cm) I am not pooh sized, but routinely wear a ladies size 8 jeans. I wear a medium top. Dresses are 6 or 8. That's not me squeezing into my clothes either- that's a good comfortable fit. Am I going to be out of luck for T-shirts in either of these places? Will an XL fit me over there?
I wear a ladies size 10 shoe (~26cm size), so I already know better than to go looking for footwear while I'm there. lol
