I've stayed at POR plenty of times and only once had bus problems - a bus I was waiting for broke down just before the bus stop so I had a longer wait than usual. But I guess since I'm used to riding buses it wouldn't be a problem for me.
If you aren't used to buses, you may get frustrated with the number of stops.
I would honestly stay where you are rather than switch to a value resort - I'm not a fan of the value resorts. I have always thought the beds were uncomfortable.
Now if you were going to switch to the Contemporary, I say go for it. I love the deluxe resorts!
For going from one resort to another I'd take a taxi or if you are a uber fan go with that. I've tried to use Uber twice and neither time did they show up so I figured Uber hates me.
I mostly rent a car now.
