That average temp is....well...an average. Temps can swing wildly in Jan/Feb in FL, you can get highs in the 40s/50s with even some dips below freezing at night, or get lucky and have it be in the 70s-80s.

The kids will be able to swim. Swimming is not the issue since the pools are heated - the real problem is getting out after swimming. This part is tricky on the really chilly days. We stayed at POP during a cold snap one year and we managed to swim fine due to the fact that there were warm showers right beside the pool. That was doable but having to walk away any distance is not pleasant. And FWIW, we are hardy Central Canadians so our cold tolerance is a lot higher than most.
We stayed at the Grand Floridian in January of 2009 for a week and were very fortunate to have mid 80's most of the week, so we swam quite a bit...Of course, at night, it got down to the mid 50's some days.
