Sweet Sixteen dinner - Citrico's, Bistro de Paris or Cali Grill?

We are planning on surprising our DD1 with a trip to WDW for her 16th birthday. Where to have dinner to celebrate the big day? She is a huge carnivore, and loves steak and rack of lamb. Her sister, 11, isn't a meat fan but easily pleased with pasta or chicken.

She has always liked Chefs de France, so I thought going upstairs might be a treat for her. Citrico's always gets great reviews, so it is appealing to me - I've always wanted to go. And Cali Grill seems to be the special event standard choice, but we are not sushi fans and the reviews are mixed.

Opinions? Maybe other places that I have overlooked?

I'd say Chef de France as it's in a Park and I'd think the kids would appreciate that.
 
I don't think any would be a bad choice, but I would recommend Citricos the most. The service there was absolutely outstanding. I've been 3 times, 1 of which when I was celebrating a birthday. All visits, they made it feel like a really special occasion. Ask for Keira or the blonde Nancy as your server!
 
Our 11(DS) and 15(DD) year olds love Citricos. They've asked to return there for 3 straight years now. We're headed back in a little over 3 weeks on our upcoming trip. DD has also wanted to try the Bistro since she loves Chefs de France, but had to give it up this year because she wanted to try Jiko more. Cali Grill was good, but didn't impress our "foodie" children as much as Citricos has.

From the description you give of your children, I think they would absolutely love Citricos. The steak we had there was wonderful. DS had pasta and enjoyed it very much. It was one of the few times that he cleaned his plate and ate all of his pasta. Make note that it is your DD's birthday when you book your ADR. When I did this for myself, I received a personalized menu that I got to take home with me. Not sure if they do this all the time, but it's at least worth making it known that it is her birthday celebration. ::MinnieMo
 

Bistro is in a different league than Citricos or Cali Grill. It is definitely a restaurant where it's the norm to dress up, rather than the exception as is now the trend at Disney's signatures. The setting is more formal, the food presentation is fancier. I think Citricos is a good restaurant but not in the way that Bistro is. Cali Grill has a great setting, the castle lit at night is spectacular. But then so is the noise level here.
 
Any of the three would be fine, but since she already likes Chefs, taking it up a notch to the Bistro would be nice.
