I would prefer to give her cash but her mom tends to avoid giving gift cards and cash (she's against getting or receiving it for some reason and I don't want to somehow offend)

The mom sounds controlling. She should be happy someone is wishing her a happy birthday with a gift card or money. Even if the mom doesn't do it this way , she shouldn't deny her daughter to receive gift cards, etc.

Honestly I would still just give $50 in cash. I have 3 kids so I know from them and all their friends that the most appreciated gift given to a 16 year old is cash.

If I was worried about offending my friend I would talk to her first.
