Yes for Ft. Wilderness since it was a popular place for resort guests and local residents to see the Halloween decorations at the camp sites. I would expect the same thing for Christmas time which in the past was a very popular.
No "new" magic bands are not required. CMs at DS and the 4 parks will be checking that guests that are boarding Ft. Wilderness transportation (bus / boat) are actually staying at Ft. Wilderness.
Ft. Wilderness will be at "lock down level 2" which limits access to only guests staying at Ft. Wilderness and guests with valid reservations for horseback riding or pony rides.
