Suzy or Perla Costume?

I tried to do a search, but I didn't find anything. My older daughter wants to be cinderella for Halloween, and I have my plans set for that costume already. I'd like her younger sister to be Suzy or Perla, but I'm not having much luck finding ideas or a tutorial. Does anyone have any ideas? Thanks!

I would try to get dresses like they wear in the parade...
Light colored dresses with crenalline (spelling) underneath to make their skirts bell out away from their legs... Put on a darker colored apron...

I wonder about making them a big spool to thread (light weight made out of cardboard or something) and then put yarn around the cardboard to symbolize the thread... and make a small needed out of foil to stick in the spool of thread for them to carry.
