surprise spur-of-the-moment trip!

hi all it's been a looong while since i've posted. hope you can answer a question for me!

all of a sudden it turns out i'll be in orlando on kind of a surprise vacation next week. i'll be in the parks at least a day or 2 (not enough for me, but my friends would kill me if i dragged them away from the golf course even more...). my question is this:

does epcot (or world showcase) open to the public after a certain time so people can eat at the restaurants or shop?

i seem to remember epcot opening at 7pm for people to go eat. is this the case? was it ever? or am i imagining some fantasy world where people can roam free in epcot at night without having to pay the full ticket price?

I read something about a shopping pass on these boards, but I don't know about eating there... maybe someone else can give you some more information.
