Going to CA on Sunday for just the day :)

Our top rides are:
ToT
Soarin
Calif. Screamin
Toy Story

Where is the best place to start if we get there at rope drop?
 
If you enter DCA at 9:30 you have until 10 for rope drop. In that time you can ride Soarin and or get a FP for Soaring to use later. You can also get WoC FPs and probably ride LM.

If you aren't near the front of the rope drop, the TSMM line will get very big when you arrive. So you can wait, or do Screaming first, then TSMM. You may also be able to get a CS FP around then, certainly after TSMM. TSMM will have upto a 45 minute wait for the rest of the day.

ToT has FP but probably will only have upto a 30 minute wait.

For just those four attraction it will be easy to ride them and easy to do each twice.

I wasn't too sure if you meant Tomorrow since you said Sunday instead.
Because of the race tomorrow park openings are delayed and yes it will be DCA at 11. This may mean no rope drop or early entry.

Since TSMM and CS are close to each other I go with felixbility. If you are near the front of the pack go right to TSMM, if the back you may opt for CS first. TSMM will build quickly to a 30-45 minute wait. CS takes longer to fill its queue.

Probably not right away and no need to prepare for anything major other than regular weekend crowds. Some people are there for the race and DLR, some just for the race. Many will need some rest before running around the parks to do rides after running around them for the race.
