Do you have a price range?

"The Terrace" at the Ritz-Carlton has a rooftop buffet, only open on special occasions. A bit pricey though.

"The Cliff House" is right on the beach, and is on a cliff! On a sunny day, the view is goreous.

"The Top of the Mark" has nice views of San Francisco. Right in the middle of the city.

I 2nd the Cliffhouse. I have not had Easter Brunch there but have gone for breakfast. Views are fantastic.
