Are the summer deals something they typically offer every year? Or do these deals exist because they were very low on reservations for the summer?

Also, if you book a room and you buy it as a package with the tickets, can you change rooms later on if you find a deal?

There has been some type of summer deal for years. Mousesavers has a page that lists past discounts & their release dates.

You can always change to a new discount if your resort & room type is available with the promotion. However, to keep the same reservation number & have the deposit you already paid applied to the new rate, it must be the same type of booking. For example, package to package/ room only to room only. If you want to change a package to a room only, the package reservation must be cancelled & rebooked as a room only. Packages & room only are 2 different systems, packages are distributed & booked thru Disney Travel Co.
