GF Cafe (if they are not hosting 1900 Park Fare character meals) would be a fairly quiet, romantic restaurant.
Kona could be fairly romantic because most families with children wind up at 'Ohana (which is wild and crazy loud). I would ask for a quiet out of the way table if going to Kona since some are right against the lobby area.
Concourse, if open, has dimmed light and could be romantic. We had a fabulous meal here.
Chefs de France is a great 1 credit choice. It's not really romantic, though, because the tables are so close together. The restaurant is great though.
Alfredos is another could-be romantic spot if you request a more private table. Most tables are squished like sardines, though we lucked out and ours wasn't.
As far as signature, I would def vote for Jiko for a quiet romantic spot. Citricos is excellent, though not as quiet, and I've heard Artist Point is great for anniversaries.
