What is concierge, and is Club Level the same thing?

Club level is the same thing. When you stay concierge, you get access to a lounge with free snacks and drinks through out your stay. Staff makes all of your ADR's for you, you leave them a credit card number. You are also provided with a continental style breakfast every morning.

Yes Disney changed the term concierge to Club Level a while back to make it feel more exclusive. In addition to have special access to the lounge you get...
7am-10am Continental Breakfast
All Day Whole Fresh Fruit, Crudites, Dips, and Beverages
5pm-7pm Hot Item Samples from the Resorts Restaurants, Cheese Plate and Vegetables
8pm-10pm Cordials, Desserts, Beer, Wine, and other Beverages

While it is true that you are able to make dining reservations through the Itinerary Planning Office you are also able to call the 407.WDW.DINE number 180 days prior to your arrival date to make them yourself. It is sometimes easier to do these on your own in case you need to switch around some of the times.
