I was curious and went looking around at Webcertificate.com. Since there was some talk about Account Dormancy Fees lately, I thought I would cut and paste some info here....

What's this "Account Dormancy Fee"?

Your account may be subject to a monthly "Account Dormancy Fee." An inactive account is defined as an account that meets all three of the following criteria:
1. You have not claimed a Webcertificate within the applicable inactive time period. To determine the inactive time period that applies to your account, please visit the Disclosures and Fees section.
2. Your Webcertificate has not been used for a purchase for 90 days or more.
3. Your Webcertificate has not had funds added to it for 90 days or more.

Fees

Webcertificate.com is always aiming for the ultimate in customer satisfaction. And in order to keep our customer service standards the highest on the Internet, we've introduced a few nominal service fees.

Service Feature/Fee
Purchase a Webcertificate in denominations of $20-$49 $2.95
Purchase a Webcertificate in denominations of $50-$99 $3.95
Purchase a Webcertificate in denominations of $100-$200 $4.95
Add Funds to Webcertificate Account up to $200 2%
Webcertificate "Plastic" Card $6.95
Account Dormancy Fee* $3.00
Overlimit Fee^ $15.00

Account Dormancy Fee: A fee will be applied to Inactive [see below] accounts after the 6 month anniversary date. The charge will be recurring each month unless the account becomes active or the balance of the account is $0.00.

Inactive-- An account which meets the following criteria:

1. It's been 6 Months since the last Webcertificate was claimed to the account.
2. There have not been funds added to your Webcertificate Account in last 90 days
3. There have not been a purchase made with your Webcertificate in last 90 days

^Overlimit Fee: At the discretion of C/Base Inc., a fee can be applied to the account if the total balance is less than $0.00. C-Base reserves the right to collect the fee against the funding source of the account or initiate collection activity directly with the customer.

When adding funds to your account:

1. Once you submit an amount, we'll calculate your projected balance and service fee.
2. We'll prompt you to enter your credit card information.
3. We'll INSTANTLY add the funds to your account (once your credit card has been processed).

Please note that MasterCard® regulations allow only one "Add Funds" transaction for each Webcertificate that you receive and activate. You currently have X "Add Funds" transactions remaining (not including this request).

[My note: where "X" above is some number--in my case it's 1.]

For example: If you have received and activated three Webcertificates, you can "Add Funds" three times. After that, you cannot add more funds until you receive and activate another Webcertificate.

So I guess this looks like we get charged a 2% fee if we have to add funds. But you can add funds between $1 and $200, so I guess they just want their $0.02!

And we have 6 months from the time we claim the Webbie from, say, MyPoints, right? So I didn't necessarily have to run out right away and get my DD. After that you have to do something every 90 days, right? Unless you claim another Webbie? Then the 6 months starts over.

I'm expecting another Webbie any day now....Just trying to figure it all out.
 
I just wanted to add this (from their FAQs)
Does it expire?
Your Webcertificate Account expires THREE YEARS from the date it was claimed. However, if there's still a balance in your account at the three-year mark, we'll extend your expiration date.
Some "special offer" Webcertificates expire 6 months after activation. This will be indicated on the Webcertificate.

We'll send you a friendly email reminder one month prior to your Webcertificate expiration date.

Given that they have such a long "life", it's not necessary to go out and buy $DD with them every time you receive one. This is especially true if you have the plastic card. $DD are nice but the flexibility of cold hard cash can't be beat. You can use it to buy gas, purchase snacks or do some shopping offsite.

I've been saving webbies for over a year now in my account. I may use the $$ for the down payment on our room or for food. I haven't decided yet. But then, I don't have to.
