If the driver is stopped in traffic, and shuts the car off, puts it in Park, and puts the keys in their lap, they should be in compliance with the law of our state.
Bad news...........
In the state of Georgia it is illegal to text and drive. If the cop sees you, he will even examine your "sent" messages to verify his observation.
All you northerners traveling south...........just a little heads up.
For the OP, sorry your overnight trip got messed up by construction.
One last thought..................I do not support texting and driving, but wanted to fill folks in on the circumstances in Georgia.

They were surfing the internet. And to be clear, a cop has ZERO right to insect your device no matter what was observed without a warrant.
I am 100% in favor of letting our cops do their jobs, but there is a limit as to what they can do.
I was driving, how I got the message posted wasnt the issue. but if you feel its your business then I did have to get out and stretch my legs for a bit and get gas while I was waiting. I do text and drive though been doing it for 10 years now.
