Yeah, Stromboli committed one evil act unapologetically. The Coachman schemed and conspired to commit scores, if not hundreds of unspeakably evil acts.
I say the Coachman. The Coachman was selling real boys into salt mine slavery as donkeys. Stromboli wasn't dealing with a real human but a come to life marionette. And yet J Worthington Foulfellow makes it on the USPS Disney Villains stamp representing Pinocchio.
I always found the original stories by Collodi rather disturbing... it really kind of put an "edge" on the Disney movie once you know the storytelling context... I know most fairy tales are graphic and macabre but this is one of the more severe examples!
