Stroller as Wheelchair ?

I haven't been on the boards for months as we have no trip planned. My adult dd has needed to use a scooter the past few trips and has gotten the das. She had a baby 4.5 months ago at 31 weeks. He had a severe heart defect and due to his prematurity and lung disease was unable to have the surgeries needed for repair. He had a transplant last Sunday and is doing well. She wants to plan our next trip/his first trip in the fall after his one year heart anniversary. Due to expected delays he most like will not be walking by that trip (around 15-16 mos). As she rides the scooter and I will not be able to carry him for extended periods would she be able to get the stroller as wheelchair tag for him?
 
Yes.
Stroller as wheelchair can be used for the needs of the child when the child is physically unable to walk in line, but is either too large to carry or has a disability that makes it difficult to carry him/her in line as you would a non-disabled child that age.
It can also be used for an adult caregiver with a disability when the child is too young to walk in line and the adult can't carry the child due to issues related to their own disability.

So, be prepared to explain the child and your needs.
