If she's going to wear a tank top under it I wouldn't worry about straps. I can't imagine even in middle school someone randomly pulling down someone's top and I have a hs daughter. Even if that were to happen she'd have a tank on. I think most people would see the top as being one piece.
For the record, the only strapless things my dd has are fancy dresses. If you wanted to add straps how about using ribbon and just doing an easy stitch to hold it in place.
