strange ebay question

When I listed a hunting/fishing knife on ebay before I could list it I got a message "ebay doesnt recommend using global shipping for this item"

so before I listed it I unchecked all the boxes of the different countries that you are willing to ship to

so today I get an offer--which is strange--my sale price was for $33.99 or best offer--the offer is for $34.00--which to me is very strange

but reading the offer it says shipping: default to Russia Federation

so my concerns are

how could this person even put in a bid when I didnt have any countries checked

why would he put in a best offer that was one cent over my asking price--arent best offers usually lower then the asking price

also would I get into trouble since the message from ebay (before I could even list it) says it does not recommend shipping with global shipping---it doesnt say it couldnt be done


so I am very confused by all of this

I am hoping someone out there can answer these questions

I dont know maybe I should accept his offer and leave a message that ebay has to say

or is there a way I could contact the buyer to let him know

hope this make some sense

I did ask this on the ebay community board but sometimes no on answers

thanks for the very helpful advice--I just got done rejecting the offer--I was able to send the buyer a message so they knew why

I know though when I got the message from ebay about not sending this item through global shipping that I went back and unchecked all the countries so I dont know how they were able to out in an offer

Why would a person from anywhere NOT be able to view the item? you can view any countries EBay site you want... You are just saying you will not ship international that does not mean they can not see the item.. Therefore the higher offer to make you consider doing so.

Because you need to pick the option that says "no international shipping." Don't click the option that says you will ship internationally.
 
I've had people buy my fixed listings despite applying conditions to the listing. I've had people with lower feedback than I allow and a foreign buyer. I contacted eBay about it and they told me that I could cancel the sale and then wait until my listing feeds are refunded to relist. It's one of the reasons I stopped selling on eBay, too much hassle.

Due to legal restrictions, certain items are blocked and cannot be viewed by users in some countries. Germany is one country which blocks certain items.
