Is it normal for the RIP tours to be unavailable for reserving this close to HHN? I can't find any info on HHN.com indicating they are available yet.

No...it's not normal but Universal is keeping HHN as secret as possible until August 26th when supposedly everything will be revealed. Normally everything has been revealed by now.
