Still emptying the house

Once again sorting through the family home.

TWO months ago I opened a bunch of paint put it to the side and left it thinking it would definitely be dry by now.

So some of the cans have a bunch of oil on top. I looked and even oil paint would be expected to be dry by now. Anyone know what is this and what can be done with it? I have the packets to dry paint but they are for latex, not seeing stuff for oil based.
 
to dispose of it? in our region the waste management facility has a specific location where folks can drop off paint and other products (no charge). you might contact whatever agency is in your area.
 
Get some bags of sand from your local hardware store, add some sand to the paint and then look up your local disposal site and drop it off

That's what we do. And they actually reclaim some of the paint and give away to Habitat for Humanity to use.
