STILL can't pay online

I've tried different computers, different browsers, different, OSes, different networks and still I get:
Remaining Balance: We're sorry. Detail payment information is not available at this time. Please try again later.

This has been for WEEKS now. I already had to call and wait online for about 30 minutes to make a payment two weeks ago and while I really don't feel like going through that again, I guess I'm going to have to.

Thing is, this isn't just a glitch in the system. A glitch would resolve in time or a change in a variable. Its not just Disney's clunky website. What gives? What possible explanation would there be for this?
