For someone to be able to use this do they need to have an activated KTTW card? If I got one for DS10 but didnt have his KTTW card activated could he use it but buy something with my KTTW card?

The credit is applied to your shipboard account, it is not tied to a certain key card.

You do need to have a KTTW card with charging privileges to be able to charge anything to the account, however.
