State Fair and kids alone- how old?

How do you know they're 11 or 12? My 20 year old could look like a young teen to many. She's teeny tiny and has a babyish face.

I would have let my 11 or 12 year old go off with a friend at a fair. That would have been 6th or 7th grade. Of course she wouldn't have been flirting with grown men or dressing inappropriately. That just hasn't ever been her thing.
