That's because the word "Prime" does not refer to the grade, it refers to the cut. The "Primal" ribs are the seven ribs before the loin. Anything cut from there is a "prime rib".
I know where the term originated. All standing rib roasts are cut from the rib primal section. None are cut from chuck That definition was fine before we had grading. But now we do have grading and have for years. A definition that lists every single rib roast on the market as "Prime Rib," is useless and should be abandoned in favor of one that referred to the grade. And for a time, it indeed was. But not any more.
