What is the 'Secret Deck"?

Here is a pic of the "secret deck"...as mentioned above it not really secret, just seldom used....there are just some lounges out there, nothing else...smokers tend to use this area quite a bit....the pic was taken from the outdoor area of Topsiders on Deck 9.
