DCL was already underway with contracts signed, sight work was being done for DCL, Aulani was going, My Magic investments were there. Each one of the projects he "managed" would've been more expensive in the long run to cancel then continue. Staggs has overseen an unprecedented era of growth riding on the wave of Rasulo's projects. As for your comment about the recession, Rasulo showed reslove when he didn't cancel them at the first sign of trouble nearly a year and a half earlier. That was the opportunity, and he didn't wimp out to the benefit of the company. In fact, the opposite was true. As Horace pointed out, he sank money into a great potential project while the recession was at its worst.
I wouldn't call either a failure, but as a guy who would take risk Rasulo was the man. I'm going to miss this career D&R man who got no credit for the amazing work he did. It's a shame...
