Yes, right now Congress Park is finished, I don't remember what they are working on now. We stayed in Congress Park in March and loved it.

We are looking at between 160-200. Not entirely sure but we would probably go down the middle. Given we are UK based it might be a stretch to go every year so we think that will give us enough points if we banked one year for a 1BR when necessary.
At the moment we just have a 2y/o so the smallest one would be fine.

Yes. They started with the two sections in the preferred category. Soon all rooms in Congress parks and the Spring will be renovated, so booking a preferred category will guarantee a renovated room.
Then they'll start with Standard and it will take a while, probably one year or more. During that time you can request a new room, but so will do a lot of other people so many will not be given one. Eventually, all the resort will be renovated.

Extremely improbable. Only if there is a maintenance issue with your room and the only available replacement is in preferred. Upgrades are very rare with DVC.
But there are buildings which are good options in preferred. I was once in a building in Paddoc which is just across the road from the quiet pool and 10 minutes walk from DS. I plan to request that one next time I'll be at SSR. Of course there's no guarantee to get that.

Once Congress Park was designated as Preferred, we started requesting the Paddock also, Building 6501-6836, directly across the street from Congress Park. We've been 50% successful at getting that location.

@Jaguar Skills - my wife and I own only SSR and love staying exclusively there (or OKW). I've mentioned this in other threads, but here are some of our favorite points on SSR (also applicable to OKW):
  • Renting/hiring a car? You can drive right up to your villa. No trying to find a space in a crowded communal parking lot, then trekking a far distance to your room.
  • Building layout-- my wife and I dislike that villas at the other DVC resorts are in hallways. Those are laid out more like a hotel, with a central corridor with villa after villa after villa.
  • Building spacing-- buildings are spaced out, so people are spaced out, makes for great walks around the grounds.
  • Great pools for a resort only stay.
  • Spa and golf. Also, it's only the only property with clay tennis courts.
  • Walking to Disney Springs.
Every resort will have its fair share of pros and cons, but since you're coming from the UK, I imagine you'd appreciate the non-hotel feel and more traditional timeshare setup that SSR has.

We wouldn't ever hire a car I doubt but we like walking anyway so that isn't an issue for us.

Love the fact that there are lots of pools and the golf and tennis is a massive draw for me.

The walk to DS is a massive thing as well as I love to go for a beer and watch the live music. Can't happen as much with a 2 y/o but as he gets older, hopefully we can do it more.

Yes we had Ghiradellis when we did the DVC tour previously when we were at Disney last year.
 
Another HUGE SSR benefit I have not seen mentioned is not necessairily DS, but the proximity of the DS busing system. You can walk to DS and literally go anywhere else you want on property directly via bus. That makes it much easier to visit the more popular restaurants and other resorts!

No other resort on property can say this.
 
The lowest advertised contract that I have seen recently was for $76 per point, but it was a 1,200 point contract.
