Is the SSR "presale" offer available to anyone or would you have had to receive an e-mail or other invitation to be eligible for these options?

SSR is available to everyone. If your state has not yet provided permission for sale there, you might have to purchase onsite, but all incentives are available to anyone wishing to purchase.
