I figured there had to be some way to relate the unit numbers shown on our documents to the actual building. Sure enough, it's all there on the Orange County Records system. (if you look hard enough!)
Anyway, here's what I found. In the info below, the unit number is the numeric portion of the number on your documents. Building number is the number 1 thru 12 in the sequence the buildings opened. Congress Park is 1 thru 4, The Springs is 5-7, and The Paddock is 8-12.
Building 1 = Unit 1
Building 2 = Units 2 thru 9
Building 3 = Units 10 thru 17
Building 4 = Units 18 thru 25
Building 5 = Units 34 thru 41
Building 6 = Units 26 thru 33
(Buildings 5 and 6 appear to be reversed, but the above is what's indicated on the legal documents).
Building 7 = Units 42 thru 49
Building 8 = Units 50 thru 57
Building 9 = Units 58 thru 65
Building 10 = Units 66 thru 73
Building 11 = Units 74 thru 81
Building 12 = Units 82 thru 89
Note: Not all units are recorded yet. In fact, none of the units in building 12 is recorded yet.
The units in each building in Congress Park appear to have all be recorded in one lump. ie, building 1 in May 2004, building 2 in May 2004, building 3 in June 2004, and building 4 in July 2004. The other buildings appear to be more piecemeal. ie, building 8 part in June 2005, part in Sept 2005, part in January 2006, and part in February 2006.
As for sales, not a whole lot can be determined by the limited info.
But it does appear that one can assume that:
pre-sales began in August 2003, selling Congress Park
Congress Park was basically sold out in the fall of 2004
The Springs started pre-selling in the fall of 2004
The Paddock started selling by at least August 2005
At least some of every building has been sold, except for building 12.
