Actually, it IS alright to use the buses to SSR to get to DD whether people like that or not. The WDW transportation system is a full system in which all guests have access to all means of transportation. Since there is NO direct transportation to DD from any theme park or water park using the SSR transportation to get there is an appropriate strategy for using the WDW transportation system. It may be a flaw in the system, but it is both allowed and reasonable to use the system in that manner just as it is appropriate for people to take a bus to BCV in order to enter Epcot through the International Gateway.
It is NOT ok to use the SSR bus to get to DTD. These buses are paid for by owners at SSR. There is a reason there are not direct buses to DTD.
yes i acept that onsite guests can use it,but op isnot staying onsite.the ticket media lets you use it to and from parks,from park to a hotel to look around or have a meal,but not to get to someware elce onsite ie downtown disney.one of the reasons diney removed the buses from parks to DD was to cut this out,because folks were parking there and using buses to get to parks without paying for parking

I sorry, but you are totally wrong about that. There is no bus, nor any other means of transportation in the WDW transportation system, that is limited other than by type of ticket or A resort ID (not a particular resort ID). You may be frustrated, but I can guarantee you that the owners are not paying 100% of the costs of the bus service at SSR or any other DVC resort, either.
Not true. The problem is PARKING at DD. Also, it's as much as issue of making sure that they have enough parking for the customers of DD merchants and attractions as it is trying to avoid the parking fees. I agree that people should not be parking at DD to access the theme parks, and the system makes it harder to do so. But, don't confuse the particular issue. If I am staying at OKW and am at MK, I can ride the bus to SSR to go to DD without violating any rules or standards of conduct.

And where is this rule written or publicized? It did indeed used to be that way, but you have not had to show resort ID for nearly 15 years.
I tend to agree that using a resort bus to get from A to B via C (the resort) is taking up a place for the C (resort staying person).
Perhaps for those staying off site, especially those without a car and who want to visit DTD a bus from the TTC would be a good idea, is there such a bus? Then they would not need to use a resort bus and also it does not go directly to any park.

there used to be a few years ago.but people were parking at DD then using bus to park,thus not having to pay for parking.to me the folks with tickets art a problem its the people from the LBV area hotels using the ssr bus,which is the problem

The solution is simple, Disney needs to have a parking fee at DtD, if you are parked over 3 hours, maybe 5 hours with a dinner and movie validation. No charge for onsite guests or AP holders.
There used to be such a bus, yes. But people were parking at DtD to avoid the MK parking fees, and the DtD lot was filling up in the morning. Thus the direct park to DtD busses were discontinued.
