If we don't have a car, what is the best way to get from one resort to the other? Taxi?

At what two resorts are you staying? If you are moving between two Disney resorts, you can have your luggage transferred over and you can take the Disney transportation (bus, monorail) from one resort to the other (with a stop at one of the parks to transfer buses).

Take the bus to the nearest park, hop on to your new resort's bus and ride back.

Bell service will transfer your luggage....but be warned it may not arrive till after 3 pm and you must be there....so plan on being room less and bags and supplies for the day....you won't have access to either..

In the vast majority of cases, it's not necessary to go directly from your first resort to the second one. Have bell services pick up your luggage first thing in the morning and tell them which resort you are moving to, head out to a park for the day and go to the second resort when you're done at the park. Keep any necessary items (medications etc.) with you on transfer day.

The best way depends on what you want. The fastest is to take a taxi. But sometimes it's more convenient to let bell services transfer your luggage, go to a park and enjoy the day, and then take the Disney transportation from that park to the new resort and check in. We've done both, just depending on what worked best with our plans on that particular day, and they both work.

It depends on your plans for the day. We have taken taxis from Pop to BC several times; they are quick and fairly inexpensive (Less than $15 including tip). If you have park or DTD plans for the day, I would drop your luggage with bell services and have them transfer it while you are out for the day. We are doing a split stay with Pop and BWI on our upcoming trip and we plan to have Disney transfer our luggage while we spend the day at MK.

We usually call bell services to transfer the luggage and then go to a park just as we would on any other day.

The main advantage to the taxi idea is that the bags will be at the new resort upon arrival. An ancillary advantage is that the odds of a bag being lost by bell services are presumably lower (although this has never happened to us).

Thanks everyone! We don't plan on a park that day as that will be a rest day before we run the Disney marathon, so a taxi might be the better option.
