Specialty Cruise for Epcot, when your credit card is charge and can be cancelled?

Hi, we are considering doing a Specialty cruise at Epcot for my son’s birthday . However, when the credit card is charged, when doing the reservation by phone? Also, what is the cancellation policy currently in place? Thanks!!!
