I want to buy two special event tickets - for myself and one of my adult kids - but I am not sure which kid will be joining me.

You don't have to be specific when buying the tickets.

YOU can determine who will actually use the tickets right up until the tickets are used to enter the event.

I think it simply means you can't resell it to an arms-length 3rd party. So I could buy a ticket for my friend and then substitute her husband but I couldn't list it on e-Bay and just hand it over to an unknown person for cash.

No; it means that once the ticket has been used to enter a park, it can’t be handed to another person to use that same ticket for park entry.

Biometric scans are linked to new tickets upon entry into a park. After that, the ticket can’t be transferred to another person for use.
