I know Special Agent Oso is no longer appearing at Vine & Dine, but is he anywhere else at WDW? Does he show up at the dance party? A parade? My 5 year old loves that bear!

He was only at the restaurant. There is no longer a parade at DHS, and that is the only park that Disney Junior characters are in. I have not heard of him showing up at the dance party, and they didn't schedule one for this week according to Kenny The Pirate's Facebook page. Hopefully that is just an isolated occurrence.
