lets say i bought a re-sale. lets say my home is at okw, and for vacation i want to go to ssr i call at the 7mo time to book is there an extra charge because i am not staying at my home resort??

No- there are no charges to reserve at any of the DVC resorts.

There are service charges for Concierge Collection, World Passport Collection, Adventure Collection and DCL - but not for other Disney Collection or DVC reservations.

No charge, just the 7 month window instead of you home resort 11 month window.
