That's the general public offer. It's a little confusing because on the Florida residents discount page, the FL resident offers are listed first (under the title "Florida Resident Special Offers") and then in a separate section below are offers that are open to anyone (under the title "Special Offers").

Florida resident resort discounts currently run through 4/16/11.

You are so right! I never even realized that they put the regular offers on the FL resident section. I thought it was unusual to release them this early! Oh well, I guess I need to pay closer attention!
