If you "must" do something special, maybe a character meal - but ideally try to pick a slightly less crowded time (ie, not "peak" mealtime), or try the dinner at garden grove at swan hotel, b/c typically pretty quiet b/c only has goofy and pluto, and also not on dining plan b/c no swan and dolphin restaurants are part of dining plan (which also reduces crowds). Our son really liked that meal when we went at both 20 months and then at 31 months, but we were also staying at dolphin, so very convenient for us. And at 2, his favorite things at park did not require lines, reservations, etc - he LOVED the dream along with mickey stage show at cinderella castle stage, and he also really liked the mk train and he really liked the monorail. For kids that age, they also often appreciate the more mellow things, like the hedgerow "maze" (hedges less than 3 feet tall, so you can let them roam and not get lost b/c always in sight) in back of england pavilion at epcot, or even a pool day - disney resorts have amazing pools, and many people are visiting from areas where weather too cold for swimming.
