Does anyone know if you have to be military to eat at any of the SOG restaurants? And why couldn't I make an ADR at Manginos, even CM did not know...

You can't make ADR's because Disney does not operate SOG or the restaurants located there. It is an Armed Forces Recreation Center that is located on Disney Property. And as far as eating there goes, their website says you need a military ID to get on property, but others have said they either got in or knew others who did without an ID and have eaten there.

If I remember right, the DOD owns the facility, but leases the land from WDW and is run entirely off of it's own profits.

Technically, not true. The guard at the gate may let you in, but according to management at SOG, the restaurants are for military personnel and their guests only. Exception is Evergreens which they will let golfers use. Now, that doesn't mean that people who are non military haven't eaten there without ID, but I would go with the understanding that, if ID is checked, you will not be allowed to dine.

I agree with this. Might be worth a call to the hotel just to check. Disney CMs wouldn't know the right answer (they don't even know the right answer about things Disney does own!). I could see where it would be a problem to make it a policy of letting non-ID holders to dine/shop officially because of the tax-free issue.
