Do Shades of Green guests get to use extra magic hours? Are extra magic hours available to annual passholders, regardless of where they are staying?

Yes, SoG guests can use EMH.

As far as I know, passholders that aren't staying on-site can't use EMH.

Yes they do- we have all the same opportunities available to us as the other on-site resort guests!!!
