This is one I was just playing with recently. I used both Topaz Simplify and Nik Color Efex to tweak it in PS. It transformed a boring, throw-away shot into something I really enjoy.
The way filters are used greatly effect my opinion of them. If you are using programs like Topaz and Nic to enhance a photos they can be a very powerful and useful tool. They can also create some beautiful results.
The problem IMHO is that they are far too often used to cover up bad photos. The Instragram craze is a perfect example. When it first started (for about a week ) I thought they were neat effects, but now, except for a rare exception, I cant stand them. Sorry most bad photos are bad photos no mater what filter you apply to them. , but I guess I'm the exception to the rule, because alot of people like them. Another problem is that too many people look at a photo with a filter effect applied and think the person shooting it is a better photographer/artist than they usually are.
