I can't find the answer anywhere.....when can non-PV owners book Poly Villas?

Owners at the resort can begin making reservations at the Polynesian starting on February 11, 2015. Reservations will be available up to 11 months prior to arrival, meaning that early buyers can secure a room with any check-in date through January 11, 2016 when booking starts on 2/11/15.

Other Disney Vacation Club owners can begin making reservations on February 25, 2015. Reservations made using points from any of the other twelve resorts will be subject to the 7-month priority window. Those booking on the first day will have access to all arrival dates through September 25, 2015.

Who is predicting that on February 25th the DVC Online booking system will crash? I hope the system can handle it. But, maybe booking PVB will be less popular than I imagine.
