I think you can get one at the information kiosk across from the fountain in front of Carthay Circle.

I have found that the supply is hit or miss. There should be a little stand or rack somewhere on BVS -- usually kind of close to the entrance, but I've seen it in different locations too -- with copies of the Bugle. If you see an empty stand/rack, you can check the Chamber of Commerce or even check the Fiddler, Fifer & Practical Café, which sometimes might have a stash of Bugles.

I've had the most consistent luck finding copies at the newstands/racks by the Time Board at the end of BVS (across from Carthay Circle). I've also seen them (intermittently) at Starbucks (Three Pigs Cafe) and by Guest Services (Chamber of Commerce). If you don't find it, I would stop by Guest Services and ask them if they have any or know where they are currently being distributed.
