I am not surprised that DVD is restricting VGF 2013 points to UYs starting with April. April is six months before the opening of VGF in October 2013. When BLT opened in August 2009, DVD offered points beginning with the February 2009 Use Year which, coincidentally or not, was six months before the opening of the resort.
DVD sold September, October, and December UYs for BLT as early as October 2008, but these UYs did not receive 2008 points. These UYs did not receive points until their respective months began in 2009.
There could be a very good reason DVD is limiting points to certain Use Year months during the initial start up period: VGF may not have enough Use Days in the initial year to accommodate all the points if a full complement of Use Years is in play. VGF won't open until October 23, 2013, which means that a VGF owner with a February UY would have only 101 days to use their points. Sure, February UY owners would bank their 2013 points into the 2014 UY, but that could put a crush on usage in 2014.
When I first joined
DVC in 2009, the minimum buy-in requirement for a new member was 160 points. Existing members could add to their existing DVC master contract with as few as 25 points. If the member wanted to have a different Use Year or different title on a deed, the member had to meet the minimum buy-in requirement for new members.
Over the years, the minimum buy-in requirement has fluctuated. In the 1990s OKW owners had to buy as many as 230 points, and I think its been as low as 50 points. I don't know what DVD is setting as the minimum point requirement for a new master contract at VGF, but it would not surprise me if it sets a higher minimum for new master contracts at VGF than another resort, such as OKW or Vero Beach.
By the way, April 1, 2013, was merely the date that the VGF Master Declaration was recorded by the Orange County Comptroller. I don't think it is a material as to when DVD could start selling points. The State of Florida granted a timeshare license to VGF on January 30, 2013, and the Master Declaration was actually committed by Disney on February 1, 2013. Either of those two dates are probably more controlling in determining how far back in time DVD can sell points for this resort than the recordation date.
