How exactly can this person sell Food Stamps? Aren't they on an EBT card? or does PA actually give out paper food stamps, just like in the old days?

In New York state, the Medicaid card also serves as the EBT card for Food Stamps and Public Assistance (card is swiped for food stamp purchases at stores, like a debit card, and no $$ changes hands ... PA is withdrawn from ATMs like a debit card).

She'll give somebody the card and PIN to use at the market and they'll give her the cash. It's not like they ask for ID to use an EBT card....at least I've never seen anyone being asked.

You take the person to the store with you.

They pick out their items, and you use the card to pay.

When you all leave the store, the person gives you the cash.

She can, but it's doubtful that anything will happen. DSS gets constant reports about this issue, and little can be done because the abuser is usually selling the food stamps to friends so they can't prove anything.

Honestly, I work at a grocery store and during the holidays we see a lot of customers that come in together and only one uses the food stamp card for 3 carts of groceries that need to be bagged separately etc. When one cart is done they pay, when they second is done they pay, etc etc. I am assuming so they have separate receipts. I do think it happens way more often than you could keep track of. I do think that dss probably hears about it often but proving it has to be the hardest thing of all. Short of placing workers in stores and parking lots how in the world can you figure it out?

I don't get it but if it is the case of people selling their food stamps for cash for things it really burns me up. Just makes me crazy to know that I have to stand there for 8 hours a day ringing it up to put groceries on my children's table and presents under the tree. Not like its a glamorous job but certainly it is a job.
