I would think the scooter should board first and leave last if they are allowed on the Skyliner.
 
Yes, all mobility devices that are allowed on other Disney transportation are allowed on the Skyliner.

at Pop/AoA, CBR, DHS, and Epcot, you follow either signage or CM direction to the mobility device boarding area, where two gondola are stationary after being pulled off the main line. At Riviera, I think they slow the line dramatically.

It's pretty easy - we did it a couple of times on our most recent trip (just a couple of weeks ago). Full disclosure - we used it to go from EPCOT to HS and back, so we never got on or off at Riveria.

The CMs will direct you to exactly where you need to go.

No ramp or special equipment is used - the floor of the Skyliner cabin is perfectly level with the loading dock, and you just drive right on!

You have to drive straight on, and then a CM will place wheel chocks behind the back wheels of the ECV to prevent it from rolling around during flight. Let them know in advance if you want to get off the ECV for the flight. I sat on the bench one time, and the rest of the time, I just sat on my scooter. It's kind of tight quarters for getting on/off the scooter.

When you get to either your destination or a transfer station, a CM will enter the cabin and remove the wheel chocks, and you back straight on onto the loading dock. If you are transferring, they will direct you which way to go.

I asked every time, and right now they are insisting on driving on forward, and backing out at the end of the flight.

But two can typically ride in consecutive gondolas, at least at the pullout stations.

Mostly, it's one party (or part of large party) per gondola.
 
I'm a little concerned that, like with the buses, it may take a little longer to travel from place to place if you're using an ECV, simply because each vehicle can only carry a limited number of scooters. If there are 10 scooters in line in front of you, you'll have to wait for 10 Skyliner cars? Still, I can't wait to try them out.

The Skyliner cars come and go very quickly. Even if you had to wait for 20 cars, it really isn't that much of a wait.

No. One ECV per gondola.

I probably took 30 trips on the Skyliner last week with an ECV. Piece of cake!!! However, I did not board or get off at the Riviera, only Pop/AoA, CBR, Epcot and the Studios.

Exactly what @piccolopat said - it all moves really well, and even though I saw other ECVs and chairs at the stations, we never had to wait long at all. Granted we weren't riding at "rush hours" like Park open or Park close, but nevertheless, I can't imagine the wait - even with 20 mobility devices/Guests ahead of you - to be longer than waiting for a bus you just saw pull away from the bus stop.
 
Just be aware they can stop, sometimes for over 30 minutes at a time and in an eval situation, you will be one of the last ones off.

You don't wait in the long line. There is a separate entrance.
So If we get there before the Skyliner starts running in the morning I just go to the front of the line to a separate entrance? I don't want to get all the way up there and have them tell me I need to wait in the line.

There is a separate handicap entrance that should be easy to find. My first time using the skyliner with a scooter I went to wait in the long line, and they pulled me and had me go to the handicap line.
 
Some people are uneasy about getting off at Riviera, because the skyway gondolas slow down but don't come to a complete stop. Don't worry! The first time I got off at Riviera, I was sure that the gondola had completely stopped, that's how slow it is.

You mean they don't bother slowing down and removing the gondola with someone in a wheelchair or scooter the way they do at the other resorts? Well then I don't plan on getting off in Riviera.

As a matter of fact, I watched a video earlier on someone complaining about the accessible gondolas and if you have four or five people in front of you then you could be waiting for a very long time for your gondola to pull around because you have to wait for all five of those people to go and the accessible gondolas don't come through but once every 12 cars. Maybe it wouldn't be a very long time but I may wind up switching to All Stars Movies just so we can have the bus access to Hollywood Studios.
