Snorkeling in Tortola (vs Hawaii)

We're thinking of snorkeling in Tortola (Norman Island) in Jan. We love snorkeling, but we were completely spoiled by our first snorkeling experience at Captain Cook's Monument in Hawaii. We've snorkeled a bunch of times in the Caribbean and have been disappointed every time because the water is not as clear and there just really aren't many fish. I've read some great reviews of Norman Island so I'm hoping this excursion is more what we're looking for? Anyone snorkeled in both Hawaii and Norman Island that can give me some perspective?
 
If your ruler is Cook or Two Step you will find it disappointing.

However, it is good snorkeling and a lot of cool fish.
 
I love Virgin Island and Bahamian water - so clear. But more importantly, it’s not the freezing cold Pacific.

Let us know what you think after you’ve gone to Tortola. Hopefully, it gives Captain Cook a run for your affections.
