Can anyone tell what the rules are for smoking on board ship? Obiously in the bars and on deck but what about smoking on the deck of your stateroom if you have a veranda?

You can smoke on your verandah BUT not in your stateroom.
 
You can smoke on any of the open decks (including your verandah), but not in any of the restaurants. Actually, of the indoor bars, both Off Beat/Barrel of Laughs and the Promenade lounge (at least on the Magic) are non-smoking. In the piano bar, Sessions, smoking is permitted at the bar only, not in the table area. I don't know if there's a non-smoking section in Rockin' Bar D or ESPN Skybox, but it didn't seem like it. I believe that Studio Sea is also non-smoking, but I'm not sure about that.
 
Yes, Studio Sea is non-smoking, and the areas are the same on the Magic and the Wonder (although the club names differ). There is a non-smoking section in Wavebands/Rockin' Bar D, but it's hard to tell because a large part of it is right in front of smoking and the ventilation is very poor. Other than that, you won't find many areas that are really smoky if you are a non-smoker (I'm allergic to tobacco smoke so I know!). Also, although you can smoke in most areas on the upper deck, the area around the Mickey pool is designated as non-smoking.

Promenade lounge had smoking last year. Did this change?
 
The Rockin' Bar D actually is non-smoking on the lower level and smoking in the upper level; no ashtrays provided on the lower level. While the non-smoking area is a nice gesture, it provides little relief when it gets busy.

When we sailed 12/1/01, they told us that beginning with the following cruise (12/8), the Promenade Lounge would be non-smoking.

Yep, the Promenade Lounge was 100% non-smoking on the 3/23/02 Disney Magic cruise.

Unfortunately, Rockin' Bar D allowed smoking at all times, even during family shows. The smoking area includes the bar and the entire elevated rear section of the room. The majorty of the non-smoking area is immediately adjacent to the smoking area. The smoke drifts into the entire room.

By the way, I have no complaints about the smokers on the Magic; they followed the rules admirably. I was never bothered by anyone smoking in a non-smoking area. I just think DCL needs to rethink the smoking policy in Rockin' Bar D, or they need to install substantially better ventilation.

Also, DCL should designate the port side of Deck 9 (the pool deck) as "smoking allowed" and the starboard side as "smoking prohibited." (That's common on many cruise lines.)
 
The ESPN Skybox is definitely a smoking section. We cruised during the NFL playoffs and had to leave the smoke was so thick!
