I could be wrong but....I think it means that the entire building in not set aside as one or the other. Meaning that some rooms are smoking and some are Non-smoking. So although you may get a non-smoking room, it doesn't mean that the room next to you will also be non-smoking and you may smell it nearby.
Maybe someone can post as to if I have that right or not?
I believe for example that "Oak Manor" at POR is considered a "smoking optional" bldng.
Bacially if they designate it "smoking" then people who don't smoke will have hissy fits if they get put there. If they designate it smoking optional, it means that smoking is allowed, but not everyone staying in the room will be a smoker. Hope that makes sense.
