Small boats banned??

We have cruised out of Port Canaveral on Disney twice and RC once. Each time was have sailed by many small private water craft. I have also seen these in the Web-cams of Port Canarval. I have noticed lately they do not show up in the pictures. Have they banned these small craft from the area entirely??..smjj
 
Since 9/11, the USCG enforces a safety zone around the passenger ships while entering and exiting port. I think they won't let any craft within 100 yds of a ship. There's also a Coast Guard escort alongside the ship on its way out of port.
 
It also depends if there's a fishing contest that weekend. 9/10ths of the traffic comes from a public boat ramp next to Grill's every time one of these big fishing contests is held.
 
We sailed on the first 7-day-cruise after 9/11 (9/22, no cruise 9/15 due to overhaul) and were informed that all activities in the harbour like fishing, boating, etc. have to cease as long as one of the cruiseships is in the Port. They erect a perimeter around the ship and have sheriffs and Coast Guard patrolling. Additionally the ships are accompanied by the CG when leaving Port.
It takes away some of the Magic, but adds a lot of security.
